Set up a Private Provider Interface Agency (PPIA) / PROPER CARE in the Private Sector (PCPS) model to complement active community outreach activities across three urban districts. The PPIA model tests a provider-friendly approach to raising notification and referral from the private sector, while improving diagnosis, treatment quality and follow up for patients unwilling or unable to access government-provided services.
